Affiliate Interaction and Operational Autonomy Policy
Saint Louis Weather Club (STLWC)
1. Purpose and Scope
This Affiliate Interaction and Operational Autonomy Policy (“Policy”) serves to establish, define, and govern the clear boundaries between the Saint Louis Weather Club (“STLWC”) and any external organizations, agencies, or entities with which it interfaces. This Policy applies across all platforms, communication channels, digital environments, physical resources, and multimedia platforms operated by STLWC, including but not limited to the official website, group chatrooms, social media platforms, YouTube, and the Weather Alert Messaging System (WAMS).
2. Definition of Affiliates
For the purposes of this Policy, an “Affiliate” or “Partner” is defined as any separate, third-party entity that maintains an active communication line, data-sharing pipeline, or collaborative relationship with STLWC. This includes, but is not limited to:
Municipal, state, or federal agencies and public safety departments;
Regional emergency management services and storm-spotting groups;
Local school districts, universities, and academic institutions;
Commercial news outlets, television networks, and radio stations;
Private businesses, venues, or corporate event sponsors.
3. Legal Independence and Non-Agency
3.1 Unincorporated Status
As outlined in the core STLWC terms, STLWC functions strictly as an informal, volunteer-run, unincorporated association. No joint project, operational agreement, or communication link shall be deemed or construed to create a formal partnership, legal alliance, joint venture, or employer-employee relationship between STLWC and any Affiliate.
3.2 Bound Authority Restrictions
No Affiliate holds the legal capacity or authorization to contract for, incur debt for, or assume liability on behalf of STLWC. Correspondingly, neither STLWC, its leadership, nor its volunteers hold the authority to bind, sign for, represent, or incur liability on behalf of any external Affiliate.
4. Separate Responsibility for Operations and Communications
4.1 Autonomy of Expression
All weather forecasts, radar interpretations, storm logs, public statements, opinions, and severe weather advisories issued by STLWC represent the independent work of STLWC alone. They do not portray, mirror, or communicate the official positions of any Affiliate, nor do they carry the sanctioned backing, technical verification, or statutory weight of those external entities.
4.2 Exclusion of Oversight
An Affiliate's operational alignment with STLWC does not grant that external entity any editorial control, management input, or veto power over STLWC’s inner workings. All decisions regarding content publication, technical alert metrics, and community moderation or user discipline remain within the exclusive, unilateral authority of STLWC leadership.
5. Disclaimer of Liability and Cross-Endorsement
5.1 Mutual Indemnification
Users expressly acknowledge that STLWC bears zero accountability, legal blame, or operational liability for the conduct, policy choices, systemic failures, data inaccuracies, or public declarations made by its independent Affiliates. Any user engagement with an Affiliate, even if initiated via an STLWC platform link, is conducted solely at the user's own risk.
5.2 Limits of Brand Association
The display of an Affiliate’s corporate logo, agency seal, or credited data feed on STLWC platforms does not signify a blanket endorsement by STLWC of that entity's internal philosophies, rules, or unrelated activities. STLWC provides no warranties regarding the accuracy, safety, or validity of any third-party material or hyperlinks.
6. Misrepresentation and Safeguards
While maintaining strict operational self-reliance, STLWC members and public users are strictly prohibited from using STLWC systems to counterfeit, duplicate, or deceptively mimic an outside Affiliate's official branding, civil notification systems, or authorized emergency personnel. Any attempt to use an STLWC platform to falsely imply that a message is an official government or corporate broadcast will result in immediate, permanent removal under our standard user enforcement guidelines.
7. Governance and Severability
This Policy constitutes a binding operational standard for all users and volunteers interacting with STLWC. If any segment of this Policy is found by a court of competent jurisdiction to be invalid or unenforceable, all remaining sections shall retain unbroken authority. Violations of this Policy by any participant will trigger immediate disciplinary sanctions up to and including an immediate, permanent ban from all STLWC services.
